Community cats are part of the city, not a problem in it

Mumbai has a large street-cat population and a large, mostly invisible network of people who look after it — feeders who show up at the same corner every evening, residents who pay for a sterilization out of pocket, shop owners who have quietly adopted the cat that sleeps on the crates. Any conversation about cats in this city starts there rather than with pedigree pets, because that is where most of the cats are.

If you feed community cats, how you do it matters as much as that you do. Fixed spot, fixed time, away from building entrances and children's play areas, and clear up afterwards. Most of the conflict that ends up in front of a housing society committee is about mess and unpredictability rather than about the cats themselves, and a feeder with a tidy routine is a much harder target.

Housing societies, and where the line actually falls

Disputes with housing societies are the most common problem cat feeders and cat parents face in Mumbai. National animal welfare guidance and a body of case law recognize the feeding of community animals and place limits on how far a society can restrict it, but knowing that and winning a committee meeting are different things.

What actually helps: sterilization and vaccination records for the colony cats, photographs, a designated feeding point agreed in advance where possible, and the relevant guidance in writing rather than quoted from memory. Societies respond far better to a feeder who arrives with documentation and a proposal than to one who arrives with an argument. Check the current position with the Animal Welfare Board rather than relying on a forwarded message.

Sterilization is the highest-leverage thing you can do

One unsterilized female and her descendants account for an enormous number of street kittens, most of which do not survive their first monsoon. Funding or organizing sterilization for the cats on your street does more measurable good than any amount of feeding, and several Mumbai NGOs run drives at low or no cost. Rabies vaccination belongs in the same trip — it protects the cats and it substantially defuses the safety argument that societies raise.

Monsoon is the hard season

Skin and ears
Persistent damp drives fungal skin infections and ear infections. A cat scratching at one ear through July is not being fussy.
Fleas and ticks
Populations explode in the humidity. Year-round prevention, and treat the environment as well as the cat.
Drains and waterlogging
Kittens drown in flooded drains and gutters every monsoon. If you know a colony has kittens, moving them to a raised, covered spot before the rains is time well spent.
Leptospirosis
Waterlogged streets carry real infection risk. It is another argument for keeping your own cat indoors through the season.

Heat and humidity

The pre-monsoon weeks are the hottest and the most dangerous. Cats cope better than dogs but not indefinitely, and apartments under a terrace hold heat late into the night. Leave water in more than one place, keep a tiled floor or a bathroom accessible, and watch for panting, which in a cat is always a reason to act.

Vets and emergencies

Round-the-clock veterinary cover is thinner in Mumbai than in North American or European cities, and traffic makes distance unpredictable. Identify a clinic with genuine emergency hours before you need one, keep a carrier by the door, and have a plan for getting there at night — a cab driver who will take an animal is not something to start searching for during the emergency.

Local specifics worth knowing

  • Adopt rather than buy. Mumbai has no shortage of cats needing homes, and the breeder market here is largely unregulated.
  • Traffic is the reason for indoor-only. It is not a philosophical position in this city, it is arithmetic.
  • Balconies and grills. Most Mumbai apartments have grilles, but the gaps are often wide enough for a cat. Check before you assume.
  • Rabies vaccination matters more here than in cities with no street population — for your cat and for the argument you will eventually have about it.
  • Keep sterilization certificates. They are the most useful piece of paper you can hold in a society dispute.

Local rules change, and this page is a starting point rather than a legal reference. Always confirm current rules with Animal Welfare Board of India before you rely on them.
